The contest is open to contributors who meet all of the following conditions:

• is not in arrears in the payment of social security and health insurance contributions;
• is not in arrears with taxes;
• is not under bankruptcy, receivership, liquidation, bankruptcy proceedings or creditor arrangement proceedings;
• does not apply for another grant before the expiration of 3 years from the date of payment by Social Security of the entire last grant;
• does not apply for another grant before the expiration of 3 years from the date of repayment of the grant to which it was obligated.
